The construction of Test Cell 9 at Kema Powertest occured in a fully operational, high-power electrical testing facility. H&H supervisors and sub-contractors were in constant communication with KEMA personnel as electrical testing and subsequent explosions occurred on an hourly and daily basis. Despite the high safety risks and high levels of client coordination, there were no safety incidents or interruptions in the clients testing schedules.
The construction scope included extensive foundation concrete and reinforcement, large scale concrete form work, extensive electrical layout and installation on both high and low voltage scales, high-voltage electrical bus systems, and control wiring.
